What happened
On August 7, 2026, the Center for Licensing, Certification and Protection of State Secrets of the FSB of Russia included RESTART LLC in the register of licensees in the field of encryption (cryptographic) tools. License No. L051-00105-00/05918757 covers the licensed type of activity provided for by Decree of the Government of the Russian Federation of April 16, 2012 No. 313.
A modern FSB license exists in electronic form: a paper form is not issued, and confirmation is an entry in the official register on the website of the Central Medical Center of the FSB of Russia. What does the license allow?
Under the license, RESTART performs the following work:
- transfer of encryption (cryptographic) means — supply of certified CIPF to customers: crypto gateways and VPNs with GOST algorithms, electronic signature tools, cryptographic libraries and modules;
- transfer of information systems protected using CIPF — legal delivery to the customer of built systems that use Russian cryptography;
- transmission of telecommunication systems protected using CIPF — secure communication channels, GOST VPN environments, crypto routing;
- transfer of means for producing key documents — key infrastructure components: key generation workstations, key media release tools.
What does this give to customers?
- One contractor for the entire protected environment. The project is no longer divided into “integrator” and “separate cryptography supplier”: RESTART designs the system, implements security measures and legally transfers CIPF and protected systems to the customer in a single contract.
- Clean supply chain. Transferring CIPF without a license is an administrative offense and a risk for both parties to the transaction. The license removes this risk: the customer receives crypto funds from the licensee, verified according to the official FSB register.
- Compliance with procurement requirements. In the competition documentation for projects with GOST cryptography (CII, GIS, ISPDn, financial sector, government procurement), the presence of an FSB license is a standard qualification requirement for the participant. RESTART passes this test directly.
- Confirmed maturity of information security practices. Licensing requirements cover the qualifications of personnel, premises and the procedure for accounting for cryptocurrencies - their implementation is verified by the regulator.
Single environment of trust: FSTEC + FSB
The FSB license complements the current license of the FSTEC of Russia and builds a complete licensing environment for information protection: technical protection of confidential information through the FSTEC, cryptographic protection through the FSB. For projects CII/Federal Law No. 187-FZ, GIS, ISPDn/Federal Law No. 152-FZ, digital ruble and banking infrastructure, this means that the architecture, implementation of information security information, delivery of information security information and transfer of the protected system to the customer are carried out within one licensed perimeter.
