On August 28, 2026, the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation adopted decision to undergo the annual procedure for confirming state accreditation an organization operating in the field of information technology in relation to RESTART LLC. The status of an accredited organization has been confirmed.

Confirmation is not a formality
From 2022, IT accreditation is no longer issued “forever”. Every year, the organization is obliged to re-confirm compliance with the terms of the Regulation: the department verifies the data with the Federal Tax Service, registers and information from the company’s website. Those who do not complete the procedure are excluded from the register of accredited IT organizations and, along with their status, lose tax benefits and the right to simplified hiring of foreign specialists.
What the Ministry of Digital Development checks: checklist
Key conditions that the organization confirms annually (the full list is in the Regulations approved by the RF Government No. 1729):
- Profile OKVED as the main one. RESTART - 62.01 “Computer software development”.
- The share of core income is not less than 30% of total revenue at the end of the year.
- Average salary of employees not lower than the average monthly accrued salary for the country or subject of the Russian Federation.
- Consent to disclose tax secrets to the Federal Tax Service - without it, the agency cannot check revenue and salaries, and the application is rejected.
- Information about activities in the field of IT on the official website — available around the clock, without registration or transfer of personal data.
- No tax debt and restrictions on the composition of participants (state share, certain categories of organizations).

What does status give to the customer?
- Hiring foreign IT specialists without quotas and work permits. A simplified procedure was introduced by Federal Law No. 207-FZ of June 28, 2022 (Article 13.2 115-FZ): for an accredited IT company, an employment or civil law contract is sufficient. Specialists and members of their families receive a residence permit in a simplified manner, bypassing the temporary residence permit.
- Economic basis of the EoR model. A reduced rate of insurance premiums for accredited IT companies is how the transfer of employees from HQS status to RESTART staff gives the customer savings. Calculation by numbers - in analysis “HQS from March 2027”.
- A mode that is not available to everyone. Accreditation rules block entry for a number of categories of organizations, so many customers cannot reproduce this regime in their own countries even if they wanted to - they can only get it through a partner.
- Verifiability in procurement. The entry in the register is public: the customer’s security service verifies the status using the TIN without asking us for documents.
Single environment: IT accreditation and PrEA in one legal entity
IT accreditation provides a legal regime for an IT company, but does not in itself allow the provision of personnel labor - this requires separate accreditation of a private employment agency. RESTART has both, and both in one legal entity: technological expertise and personnel provision are not spread across different contractors, the contractual and compliance perimeter remains the same.
