What happened
On July 15, 2026, RESTART LLC received accreditation from a private employment agency (PEA) for the right to carry out activities to provide labor for workers (personnel). The information is entered into the register of accredited private employment agencies under registration number А006-00124-77/05592414. Accreditation is provided by the Central Interregional Territorial State Labor Inspectorate (Rostrud) and is valid until July 15, 2029.
Accreditation, not "license"
People often ask about an “staff augmentation license”; there is no such license in Russian law. Only private employment agencies that have been accredited by Rostrud have the right to provide personnel. The procedure is established by the Rules approved by Decree of the Government of the Russian Federation of November 30, 2022 No. 2181.
What does this give to customers?

Outsourcing, staff augmentation and dedicated team - briefly
The three formats solve different problems, and only one of them needs accreditation - the provision of personnel.
- Outsourcing — purchase of the result of the service: the contractor himself hires people and is responsible for the result. No accreditation required.
- staff augmentation — specialists work under the control of the customer, but on the staff of an accredited PrEA. Rostrud accreditation is needed - now RESTART has it.
- Dedicated / managed team — RESTART team for a task with management and responsibility for the result on our side.
For staff augmentation, the law establishes a framework that we comply with: assignment to one customer - up to 9 months in a row, payment not lower than that of full-time employees in similar positions, restrictions on the share of recruited personnel and prohibitions (strike, downtime, bankruptcy, work in harmful and dangerous conditions, certain hazardous production facilities).
Single environment: IT accreditation and PrEA in one legal entity
